Mass production started from the middle 1938 at V.P.Tchkalov’s name #84 plant in Khimki, from civil version PS-84. The plant in Khimki assembled the 100-th aircraft in April 1941. To the beginning of WWII “Aeroflot” had 72 civil PS-84, 49 was in the Air Forces and 5 was in NAVY.

Originally civil PS-84 had 5 person crew, two pilots, the flight mechanic, on board radio operator and the steward. It has from 14 up to 21 passengers seats.
