The BA-64 armored car was an initiative construction of GAZ chief designer Grachev. The initial BA-64 model was based upon the GAZ-64 jeep - an ideal basis for an armored car design, as it had a short wheelbase, good ground clearance, and used rugged and proven mechanical components that were already in mass production. First serial production BA-64 was completed in April 1942 and remained in production with few modifications until replaced by the later model BA-64B from September 1943.
